This might be good to do if you know someone in Cali maybe, or a closer state. This is a option, I am not sure if it is advisable. You could look into it. Pick somewhere close, someone where you know a friend. Put something in your name so the bill will come to the address. It is complicated, but it may be worth it and may be the only way.
