the app will be available online which you will need to print and fill out--or you can fill it out, with PDF and then print it out. then you make copies of all the documents that you have--hopefully you've done this already--mail it all in and keep your fingers crossed

as far as the BC translation, all i did was just google birth certificate translation. there's a bunch of different ones that pop up. i guess it all depends on how much you want to pay. i'm going to try it on monday to see how it works. thinking if i had to go to the consulate, it would just take longer.
