I'm not sure over there, but here it is a no. I went to the community college to request financial support and the dude there tried everything possible to get my sister and myself help, but you have to be a permanent resident at least to qualify. Good luck, there's nothing wrong with trying!

It is true because your name is checked against many databases and since most criminals have common names it could flag yours as well and until they are sure you are not the criminal in the database they won't release the approval.
