Hi!.. well first my question is that if someone graduated from high school, got his high school diploma, waited about 4 years to go back to school. (he just registered fo college); but he has 3 traffict tickets one from when he was 13 years old, two that are from last year and this year (one paid, the other one still paying) would he qualify?
