      Also, I went to school with Work Permit and SSN, and claimed to be a resident...I also transferred from JUCO, so I guess that helped...my 2 cents...graduated in 2011

      In the link I provided in the post before the previous one, pay special attention to 'Category F - Resident Alien/Employment Authorization/Visa type card holders eligible for In-State tuition'...also, depending on the school you select, your academic performance will be scrutinized according to their selectivity...
